Lagos named Nigeria’s best-performing state in climate governance

Lagos State has been named Nigeria’s best-performing state in climate governance for the second consecutive year, according to the 2025 Subnational Climate Governance Performance Rating and Ranking (SCGPRR).

The state scored 315 out of 360 in the assessment, which evaluates how subnational governments are responding to climate challenges through policy, planning, and implementation.

The rating, released on October 14, 2025, assessed states based on their climate policies, institutional coordination, adaptation and mitigation strategies, and community participation.

Lagos’ consistent performance reflects its long-term commitment to integrating climate resilience into urban planning and sustainable development.

The Lagos Climate Action Plan, launched in 2021, has guided the state’s efforts in promoting renewable energy, improving drainage infrastructure, managing waste more efficiently, and protecting coastal areas against rising sea levels.

The government has also invested in electric buses to reduce emissions and partnered with private firms to expand solar energy projects.

Commenting on the recognition, the Lagos State Commissioner for the Environment and Water Resources, Tokunbo Wahab, said the rating represents more than just a statistical milestone.

“This achievement is not just about numbers. It reflects years of deliberate work, strong policies, and the collective effort of every stakeholder, our agencies, partners, and the people of Lagos, in advancing climate action,” Wahab said.

“Our goal remains the same: to keep Lagos at the forefront of environmental sustainability and climate resilience, while ensuring that every policy we implement makes life better for our citizens. We will continue to lead by example, for Nigeria, for Africa, and for our planet. Lagos leads. Nigeria benefits. The planet wins.”

Officials said Lagos’ continued recognition underscores its position as a national model for subnational climate action. The state plans to further expand green infrastructure, strengthen local capacity, and deepen community participation in environmental initiatives.

The SCGPRR report noted that Lagos’ governance framework and cross-sectoral collaboration have helped establish a strong foundation for sustained climate resilience at the city and regional levels.
