Lagos Leads States as IGR Hits N5.15tn in 2025

The 36 states of the federation and the Federal Capital Territory generated a combined N5.15 trillion in Internally Generated Revenue (IGR) in 2025, according to the National Bureau of Statistics.

The figure represents a 40.93 per cent increase from the N3.65 trillion recorded in 2024.
Lagos State recorded the highest IGR at N1.77 trillion, followed by Rivers with N428.42 billion and Enugu with N406.77 billion.

The Federal Capital Territory ranked fourth with N356.34 billion, while Ogun and Delta recorded N252.36 billion and N202.49 billion, respectively.

At the bottom of the table, Yobe recorded the lowest IGR at N16.01 billion, followed by Ebonyi with N17.18 billion and Sokoto with N20.48 billion.

The NBS report showed that tax revenue accounted for N3.79 trillion, representing 73.64 per cent of the total IGR, while Ministries, Departments and Agencies generated N1.36 trillion.

Pay-As-You-Earn tax was the largest component of tax revenue, generating N2.64 trillion during the period.
