 New tenants cannot pay landlord’s outstanding bills – NERC

The Nigerian Electricity Regulatory Commission has said the practice of landlords forcing new tenants to pay outstanding bills is illegal.

Nathan Shatti, the NERC Commissioner for Finance and Management Services, stated this while speaking on meters and metering during a live programme early this week.

According to him, a recent court ruling made it barred landlords from imposing outstanding electricity debts on new tenants, asking victims of such treatment to contact the commission.

He said: “Landlord’s outstanding electricity bills cannot be enforced on a tenant. A judge recently ruled that the bills of a previous tenant cannot be enforced on a new customer. Send us details if you are in such a situation.”

The Commissioner also revealed that the NERC was creating a mechanism to refund tenants who procure meters with personal funds.

He further warned electricity distribution companies against collecting money for meteres without supplying them.

“The intention of the regulation is that payment should not be made if meters are not available. Where you have, write to the Commission with your details,” he stated.

If you have paid for a meter and you have not received it, please note that it is wrong. It is unacceptable behaviour.
